Your problem is that your BCM (body control module) is bad. A used one can be purchased for about $70. To install the BCM, take out ONLY your glovebox. Located right behind the glove box is the BCM, its as easy as unmounting it and unplugging the chord and plugging it into the new one and remounting it. 10-15 fix max.

The temperature gauge is broken or not calibrated. You need to have your heater or thermostat regulated and/or looked at.
The speed sensor for a 1990 Cadillac Deville is located on the side of the transmission. Look for a 2 wire plug with 18 gauge wire.
Find the low side ac port on the 1999 DeVille and connect an ac gauge and freon tank. Start the engine, turn the ac on high, and open the freon valve. Let the freon flow until the gauge reads full.
The steering is what controls the gauge in cruise control. This is in any car or truck.
It is possible that the outside temperature sensor is defective. As a result the heat only works at certain electronic temperature control settings.

The fuel control relay is mounted on the right fender, a foot aft of the battery. It is one of two cube-looking relays mounted there. It is controlled by the Electronic Engine control. Replacement is about $20.

Try thermostat...very cheap and easy to rule out. $8 u can rule out the thermostat by reading ur temp gauge
