If you have a credit card, about once a month you will be sent a list of the transactions you did with it, and it will show the values of them all and a balance at the end of the month. You will then know what you owe, if anything. You can go through this to check that they are correct. You may have your own record kept or a set of receipts, so that you can go through them to see if they all match up. By having a statement you have a regular record of your spending and it enables you to keep control of your finances.
Both are correct, the former in Britain and the latter in America.
