I am by no means an expert on this so take it for what it is worth:
1) Check the Antifreeze in your Radiator, it may need to be replaced. One thing that Auto Mechanics do to their cars is to add Dot 3 Brake fluid to their Radiators once a year (500ml). It is made of ethylene glycol. this evaporates out of your radiator when it is hot or when the Temperature in the environment is high (Summertime). Test the Anti-freeze before you do it, it won't be clear or green as it was when it was fresh. Wait about a week and test it again, it will look and test like new. DON'T DO THIS IF YOU HAVE PUT ANY TYPE OF CHEMICAL TO STOP LEAKS IN THE RADIATOR!!!
2) The Thermostat may be broken.
Faulty thermostat. Plugged heater core. Temp blend door malfunction.
The blower on the back heater may need to be replaced on the 2000 Ford Winstar.
check you antifreze level if it is low you wont have eat or if you get lots of fog your heater core is bad
you may not have the heater water hoses plugged in
probably the heater core is clogged
One of the reasons a 2000 Jeep Cherokee heater would randomly blow cold air and then hot air and then cold might be that there is a problem with the hot/cold duct. The air or a vent might be inadvertently blowing periodically.
Leak in heater core. Replace core.
The front expansion valve is clogged.

if the heater does not blow out warm air change the setting.
