Check the brake booster vacuum line, if it is good then it may be the booster itself.
Of course check the obvious first, fluid level, brake bleeding, pad and shoe wear.

I have the same problem with my 1998 wrangler, I have been told it is the Multi-function switch in the steering column, but I have not changed it yet, can't seem to find it at local auto parts store!

The brake lights are a separate circuit from the tail lights. If the bulbs and fuse checks okay, I would suspect the brake light switch is at fault.

Need more information about the problem please....It could be a number of things: Low fuel pressure or a bad transmission. Did you leave the parking brake on ?? Does the motor seem strong? Can you rev up the engine in park? Perhaps a brake is locked up..can you push the car easily ? More info would help us make a better diagnostic.

As far as i know it shares the brake resivoir. Follow your lines from the transmission back that would seem foolproof.

Its most likely the brake switch. Its a plunger like switch on the brake pedal. Its pretty easy and cheap to change.
