It could be numerous things. If she is in heat she could be hormonal, her vulva will usually be swollen as well. If she has been in company of a male dog she could be pregnant. She could also have a blocked mammary gland or some type of infection. She should be seen at the vet if you think she could be pregnant, have an infection, or be hurt.

I researched this and the consensus is that their is no definite answer, not enough research exists. Most think it is due to removal of the animal too early from his parent. However, it seems more common in specific breeds (like my Dobie). I was very curious about this behavior because my Doberman and I were separated for about 8 months from my wife (work related) and our other 2 dogs and the behavior disappeared while he was living with me. A month after we were back together the behavior started back up again. I wouldn't be to concerned ... he shows no other strange behavior and seems happier with the family reunited.

The discharge from a dog's nipples may be milk or colostrum. Dogs can produce milk after giving birth to feed their litter.

You should take her to the vet for a physical examination. There is a wide range of possible complications, including slight infection, minor cystic problem, false pregnancy or cancer.
