Notice they don't let you place any flyers on the community bulletin board either. Buy a stamp! The US Postal Service regulates the type of boxes allowed. In rural area's, the placement and height of the box for accessability by the rural carrier's car is dictated by the local office. I don't know if it's illegal to place a flyer on the outside of the mail box but the inside contents are reserved for you and the mail carrier only. The flag on the box is designed to alert the mail carrier you have outgoing mail so sticking a flyer and moving the flag to secure it is tampering with the mail.
If you re speaking of your US mail PO box, at the post office - simply ask for it over the counter. If you are referring to a commercial post office box - they cannot withhold your mail from you. It is against Federal law.
