You can only get Suicune if you chose charmander. If you did, then it appears randomly. A trick is to have a level 40 pokemon (Wobbuffet or a pokemon with mean look) and have a repel, and run in a certain route. If it runs out before facing suicune, then leave the area and repeat. Eventually you will get it.
