The battery has a dead cell and needs replacing or something is on pulling power from the battery.

On my 1980 Honda CB650 there is a small knob on the right hand side (when you are sitting on the bike) should be under the fuel tank. Turn it in for higher idle and out for lower idle.
The turn signal relay is located just behind the battery holder, you can simply pull it off by tugging on it to the rear of the bike.

For the CB 650, the same gas tank was used on all models from 1982 to 1985.

With the CB 650 (double over head cam) the left coil leads go to 1 and 4 and the right coil goes to 2 and 3. I'm not sure if its the same with the sohc
starting from the clutch lever side of the bike, the cylinders are numbered 1-2-3-4 and the order is 1-3-4-2 unless it is an "sc" in which case the order is 1-4-3-2
I would guess that a cb650 and a cb750 would be the same so the fuel filter is in the shut off valve on the bottom of the fuel tank. You have to drain the tank. Unscrew the locknut securing the fuel shutoff valve to the fuel tank and remove the valve. Put rag under the tank to keep drips off motor - remove the fuel filter from the shutoff valve. Clean with a medium soft toothbrush and blow with compressed air. Replace if defective.
