Could be a bad clockspring. check for a recall on the vehicle for this problem.
depending on the year I have had issues with a 1990 and a 1992 grand caravan problem was the light in the glove box the contact would turn the light on periodically draining battery
To loosen the tension on a serpentine belt on a 2005 Grand Caravan 3.8L, turn the nut of the belt tension pulley to loosen it. Adjust the belt, then tighten the tension pulley by turning the nut in the opposite direction.

The clear lenses will pop out on the side that you push to turn them on if you gently pry on them with a small screwdriver
