It is located in the fuse panel underneath the dash.
Does it work only when you push the buttonNO That's the problem it only works once in awhile when you push the button
The horn relay in a 1994 Ford Bronco is located on attached to the cruise module. The electrical relay is under the hood.
Probably a short in the horn wire.
On a 2005 Ford F-150 : Mini fuse ( # 26 ) is a YELLOW color 20 amp fuse for the Horn Relay , Horn Power

Check the Horn wiring and if this is good then replace the horn.
The cruise control relay on a 1994 F150 is operated by a switch behind the horn pad and airbag on the steering wheel. The switch will probably need replacement if the cruise control in your vehicle is malfunctioning.

It is in the intake air horn from the air filter to the throttle plate.
