If the bulbs all come on but do not flash then the flasher relay is defective and needs replacing.
The turn signals are not programmable.
I asked my dealer the same question and he said there is no fuse for the turn signals. There is a flasher assembley. If you think you blew a fuse check the flasher assembley but where is that?

I thought it was a problem on my 1998 Town & Country, but I just needed to turn the key on (don't start the car, just turn the key for power to reach the outlet.) If that is not the problem, check the fuse box under steering wheel.
This is a matter of the fuse or a bulb.
