You can only get Mew through special Nintendo events, and you cannot breed it either, I got mine from an event at Toys R' Us, you just have to keep your eyes open and look for an event.

Celebi can be found doing the "Celebi Glitch" in Pokemon Gold, but it is a lot more risky and harder than the Mew glitch mentioned above. You may want to research these glitches to get the accurate answer.
