2004 Toyota Sequoia has a timing CHAIN, not belt, so I would assume that an '03 also has a chain.
Me too on a 2001 Sequoia. Drives fine, headlights, parking lights and dash lights work but that's it. Backup lights, air conditioner controls, all gauges, all indicator lights on dash all dead - all at the same time.

If it's the gas tank hatch. it could just be the small metal that pushes the cover out once the lock has been released. you can bend this a little more wider. enough to have tension to push the gas tank cover out. It happened on my Sequoia once.
The 01 headlight should fit the 03 Galant. When buying aftermarket headlights, they always say 'for 99-03'

02-07 will all interchange and fit but i think 04-07 has clear turnsignals and chrome trim and the older has amber lenses and body colored trim to look good youll have to replace both sided
03 CL headlights
the Fuel filter on an 03 seq is under the drivers side between the front and rear door. I usually go to an auto parts store and get the filter very easy to replace. First let the presure out of the fuel tank by removing the gas cap.
