On a 2001 Ford Crown Victoria : The fuel tank is vertically mounted just behind the rear wheels The electric fuel pump is INSIDE the fuel tank , mounted near the top , on the side facing towards the rear seat
I Bought a 2001 ford crown vic P71 interceptor and blew it up in a pursuit. The agency i work for allowed me to put a 4.6 litre from a 1994 ford Thunderbird. No modifications had to be made. I did have to swap headers and brackets to mount, but otherwise it fit right in.
Check the fuse box inside the car, up around the brake.
The only motors that fit are 2001 or 2002 crown vic p71, p72, p73 or p74. These motors require no modifications. If you use 2003 motor you will run into problems with the wiring harness, and an oil pan size difference.

Yes, you should be able to do so although you may have to modify the radiator mountings or shroud. A "civilian" Crown Vic radiator has a smaller fluid capacity and probably a smaller power steering fluid heat sink, but for "normal" driving this should not be a problem. If the police Crown VIc is going to be placed into taxicab service, I would strongly recommend spending the money for the police package replacement radiator.
