Yes, you should be able to do so although you may have to modify the radiator mountings or shroud. A "civilian" Crown Vic radiator has a smaller fluid capacity and probably a smaller Power Steering fluid heat sink, but for "normal" driving this should not be a problem.
If the police Crown VIc is going to be placed into taxicab service, I would strongly recommend spending the money for the police package replacement radiator.
