Yes it will. I have a 1998 GMC Sierra 4wd with only a 3 inch body lift and are clearing 35 inch nitto tires and it has no suspension lift what so ever I have a 1999 2 door Tahoe with 3 inch body lift and keys cranked up and clearing 35/15.50/r15 tsl sx's with little cutting but rubbs when turning and flexing the front suspension.
I was able to clear 36s" on a 93 (same chassis, same generation) with a 6" lift, so you should be more than able to with a combined seven inches. You probably will have to cut out your wheel wells further, though.

About 4 inch suspension lift and to be safe, add another 2 inch body lift!
A 2 inch suspension lift is minimal. You should be able to install the kit without changing and stock parts.

If it's a 4 wheel drive, you will need to crank the torsion bars to get them to fit the front. If it is a 2 wheel drive, you will need a lift kit. A 3" body lift or a 4" suspension lift should do the trick.

No, with a 3" body lift on a 03 sierra you can only clear like 32" or 33" and they'd rub a little bit. Speaking from experience on this one.
