No it will not start need to change the cam sensor & crank sensor!
There is a sensor up under your front bumper that could have gone bad or you could have a short in your wires.

A bad crankshaft sensor on a 2.3 Ford may cause the car to not start. A bad crankshaft sensor can crank, just not start.
most likely a bad sensor or someone wired it to do that. on a auto its called a park/neutral sensor on a manual its called a neutral sensor. -mechanic 7+ years

The ground cable could be bad as well as check all cables for corrosion.
dtc p0131 is a heated oxygen sensor low voltage condition on sensor 1. This is caused by an extended lean condition. Look for damaged O2 sensor wiring,low fuel pressure,vacuum leaks, exhaust leaks, MAF sensor - disconnect MAF sensor to see if lean condition goes away, if so replace the MAF sensor, bad gas, poor pcm to engine block grounds, bad injector(s).
