Using any kind of metal to do it would run into the same problems we had before. But if they made it out of pure plastic, and yes that MIGHT be possible, it might just work. I honestly would think that would be a novel idea but nothing they'd even consider.

By early 1960's, the Alcatraz Island facility had become the most expensive federal or state prison to operate … nearly three times the cost per day to operate over other U.S. facilities.

Over 50 years of salt water saturation severely eroded the buildings. Environmental effects of sewage released into San Francisco Bay from the approximately 250 inmates and 60 Bureau of Prisons families on the island caused citizen protests. The federal government decided that newer institutions could serve same purpose for less expense to the taxpayer. Attorney General Robert F. Kennedy ordered the penitentiary closed on March 21, 1963.

I believe personally Alcatraz prison should be used because it is off the mainland and if you are a prisoner there you would have to swim almost 18 miles to escape
