Unfortunately, it took about 2-3 years to write Eragon, Eldest, and Brisingr. So it may take that long for the last book. Also, Christopher Paolini (author) finished about 10 pages of the last book while writing Brisingr, so that may speed up the process, even if 10 pages is really little. Also, it could also take a while because the outline of Brisingr was over 14 pages long, and when Paolini writes the last book, there will probably be a longer outline, what with all the editing and revising. Also, since it's the last book, Paolini will want to perfect it, and make it the best. So sadly, it could take a while, maybe in 2010, 2011, or 2012. I'm just as upset as you are:(

No, Westerfield does not have plans to make a fifth book. Although a guide called Bogus to Bubblies( I think) came out before, there is no fifth novel. Extras knid of ended the series, and was not my favorite. Although we may be able to convince Westerfield to write another, he has no current plans to write another book.
