It really wouldn't make sense for the beach to be closed on a major summer holiday like Memorial Day, since that's when they get the largest amount of visitors.

They are right next to each other. Brighton Beach is the neighborhood east of Coney Island. If you walk east on the boardwalk from Coney Island, you end up on Brighton Beach.
