It is not clear what this question is asking. There is no current serious proposal for Egypt to annex the Gaza Strip again and most Egyptians oppose the idea of it happening for a second time. This opposition comes from the fact that most Egyptians wish to see an independent Palestinian State. Egypt has honored the 1993 Oslo Accords which grant the Gaza Strip to the Palestinian Authority and now maintains its border with the Gaza Strip as an international border with a sovereign Palestine.

From 1949-1967, the Gaza Strip was under Egyptian Occupation. From 1949-1959, the Egyptians created a puppet government to run the territory, but it was eventually scrapped for direct military occupation. There was no serious investment in the Gaza Strip and it languished in squalor for all 18 years of Egyptian Rule. Currently, the Egyptian Army is complicit with the Israeli blockade on the Gaza Strip, continuing the legacy of non-investment in the betterment of the Gaza Strip. The attempt to liberalize border controls under President Morsi was met with violence by Palestinian Militants and quickly undone.
