The Nokia Face of Africa contest for 2009 has already passed so there isn't a way to register for that year. According to web searches it doesn't seem that this competition is still active so it may no longer be running.
The last chapter of M-Net's Face of Africa, came to an end in February 2010. There will be no Face of Africa until further notice. Keep checking with Multichoice/M-Net in your country when the new chapter will be launched.
