Israel has never used nuclear weapons, so there is nothing to condemn. The question confuses two different facts: (1) Israel has nuclear weapons, and (2) Israel has had military interactions with its Arab Neighbors including the Palestinians. However, Israel's conflicts have used entirely conventional weaponry. The United States is the only country to date that has used nuclear weaponry in warfare.

It is also unlikely that Pope Francis will take an active role in the Israeli-Palestinian Conflict as he is sure to alienate a large number of Jews or Muslims regardless of what position he takes.
