She wasn't in the story line of the game. She was simply an "anomaly", a cameo appearance with no apparent purpose except to say "hey look it's sally"!

Sonic Spinball was not canon to the main series (sonic 1,2,3 etc). It was only a spinoff, say like Mario party or Doctor Mario (simply for fun). Sally would have made an appearance in a game based off the Saturday Morning cartoon series aka SatAM Sonic. The game would have featured exploration, adventure mode and high speed escape scenes.You won't read about that in any article ;) That was first witness account information direct from the source.
