as long as you changed your registration and the dmv says the car is good to change from emmision to safety,but all the parts that the car came with must be there and function properly.if not sure take to nearest dmv for further questions.

Yes, In 1996 all cars went to OBDII from OBDI, (On Board Diagnostics). OBDI also had what is called a "Drive Cycle", basically learning it's drive-ability tests after ECM reset, or battery was disconnected awhile. OBDII takes on even more drive-ability tests it must go through before all sensors are reading of the items with Codes in the OBD system. Some States will not pass your vehicle emissions until the car has completed it's "Drive Cycle", so cars like cadillac's that have onboard code reset features, it is NOT a good idea to reset codes from a failing sensor that sets the code and brings on the Check Engine Light, before you enter emissions testing. You just need to fix the failing sensor. It can be less hassle then to have to keep paying for RE-TESTS for emissions. One reason I love my Old Cars! Simple.
