If the A/C is not working on a 2000 Toyota Echo, the pump may need to be recharged. It is also possible that the belt for this is broken or the thermostat is sticking.
The Echo has a chain. I tried to get a mechanic to change the belt once, he informed me that it had a chain.

Yes, it is driven by the lower belt toward the back of the engine compartment.
Less than $10 for the belt, and about 20-30 minutes, its an easy job.
I checked the Gates website ( they make timing belts etc. ) and they don't list a timing belt for a 2005 Toyota Echo so it must be a timing chain . I did a Google search and the Toyota website shows the 2000 to 2005 Echo as having a timing CHAIN
