An applicant who has been issued a standard certificate or credential from another state, territory of the United States , or Another Country may apply for a Texas certificate. The credential must be equivalent to a certificate issued by the State Board for Educator Certification (SBEC), and must not have been revoked, suspended, or pending such action. SBEC will evaluate an expired credential provided it was standard at the time of issuance. A statement issued by another state department of education specifying eligibility for standard certification upon completion of certain employment or examination requirements will have the same standing as a standard certificate.

Teaching credential transfers are extremely difficult. A teacher from Oklahoma can transfer to California under a probationary status, and remains probationary while the teacher continues to take additional classes.

In some instances, but it will be issued as a preliminary credential which is good for five years. Then you will have to complete some other classes and/or training to receive a clear credential. The number of classes depends on the type of license you have in Texas and how recent it was issued. You have to show subject matter competency, take California History, Health for Educators, and ELD Instruction. Most states have specific requirements that include history/govt of that particular state. Most states will issue a provisional or temporary license and grant you a limited time to complete either classes or tests that you are lacking in order to work in their state.
Yes, the teaching certificate will transfer between the two states. The certificate is not automatically transferable and you must follow the correction procedures to get it transferred.

I cannot answer that HOWEVER, if you want to teach in another state and they have other requirements - when you are hired they will let you know how long you have to get the classes completed you will need. I had been given 3 years to complete the classes Nevada required with a Montana license.

It cannot. A Texas State prisoner may request an interstate compact transfer to be supervised in California only after being paroled by Texas. While still a Texas inmate they will not be allowed to be transferred to California.
