Depends. I believe both Australia and Sweden are PAL, so in theory it might play. In general though most games from other countries wont work on other consoles with the exception of all NDS and NDSlite games.

NO, the 3DS have a region block, only American 3DS can play American games and only pal 3DS (from Europe) can play pal games and also only Japanese games can be played on a Japanese 3DS

The Vita is not region locked. A system bought in one region will play physical games bought in any region. (US, Europe, Japan, Asia, Australia) Digital copies of games can only be played if the Playstation Network account that bought the game is linked to the system it is being played on.
