No. The Bank of England is responsible for banknotes, not coins.

The Royal Mint produces coins, but they will not accept demonetised coins either after the notification period has expired following the withdrawal of the coins.

Some banks may exchange decimal coins on a one for one basis if you are an account holding customer, but they are under no obligation to do so.

The Bank of England has no plans to issue any new denominations of banknote, or withdraw any current denomination of banknotes for the foreseeable future.

They will update the designs of the existing 5, 10, 20 and 50 Pound notes as they see fit from time to time.

The Edward Elgar style £20 note will be withdrawn from the 30th of June, 2010, leaving the Adam Smith £20 note as the only one in circulation.

If you refer to a commemorative coin that is currently in circulation, yes, banks will exchange them.

If you refer to commemorative coins such as any demonetised coin like the larger pre-1998 50 Pence coins, no, banks will not exchange them.

Non-circulating legal tender commemorative coins such as the Five Pound coins they will probably not show much interest in either.

If you have commemorative coins that you want to get rid of and they are still in mint or excellent condition, try a coin dealer.

When a new issue of banknote replaces an older issue, there is a grace period when the old notes are accepted by banks and the new notes issued. Once the grace period has expired, there is no obligation on banks to exchange old for new banknotes, but they may if you are an account holding customer.

However, the Bank of England advises that -

All Bank of England notes from which legal tender status has been withdrawn remain payable at face value forever at the Bank of England in London. Any such notes may be presented for payment either in person during business hours, or sent to us by post.

My advice would be to sell pre-decimal coins to a coin dealer or to sell them via eBay or another auction site. For example, while a pre-decimalization penny might only fetch 20 pence to a coin shop, its real value if revalued with new pence is about 0.417 of a pence, less than half of a new penny. So even if there was a bank that would take pre-decimal coins, I believe you would make more money simply selling the coins as curiosities to collectors.

The old Sir John Houblon Fifty Pound note was withdrawn from circulation by the Bank of England on the 30th of April, 2014.

The Bank of England will honour all of its withdrawn banknotes and replace them with current notes of the same value.

If you refer to British decimal coins, the Royal Mint provides a range of dates during which recently withdrawn coins can be exchanged for an equivalent value.

After this period, some banks may extend this period to account holding customers, although there is no obligation on them to do so.

Alternatively, a private company known as Coin Co International may take the coins off your hands at face value minus a percentage based fee.
