Will a canon speedlite 420ex flash work on a rebel XTI camera?
Yes, it should work just fine, and is an excellent choice. It's almost as powerful as the 430ex, and noticeably lighter.
Seems as if the Speedlite 420ex can't keep up with the speed of the 50d. Many missed flashes.

You did not tell us under what conditions you are seeing the stripes. This is a common result of shooting in dim light and exceeding the range of your built-in flash.
