Yes it will, but the human definition of crying differs from the dog one. Dogs don't shed tears, but just make distressed noises like whining, yipping or howling. For example, it is quite common that a young puppy will cry on the first night in a new home, missing his/her brothers and sisters, the mother and not being used to the new environment.
When dogs are sad they do not cry, like we do. And I'm not sure why you would want to know how to make your dog cry.
