A raccoon would be too large for a sharp shinned hawk to attack.

Cooper's hawk, sharp shinned hawk.
Probably because the hawk is a Predator - attack and kill.
If the dog is about two pounds or less, and the hawk is hungry, the hawk will take the dog. If the dog is slightly bigger(up to 5lbs), the hawk will kill it, dine on it, then leave it. Either way, dog dies.

Hawks have been known to attack people (large or small) who get too close to their nests. Hawk talons can make nasty cuts but I have never known of anyone suffering a fatal attack from a ahawk.
i once saw a hawk attacking a grown fox that was hunting in the hawk`s chosen hunting spot and was victorious in the skirmish. whether or not the hawk could have killed an animal that size i cannot say. but after what i witnessed that day i can say for sure a hawk will take on a much larger animal for territorial rights. i`m sure the same would happen if their young were threatened. i was grabbed by the finger once by a grown hawk and i can also tell you that they are much more powerful in their grip than you can imagine unless it happens to you. they can very easily cut a small animal`s spine into with their claws killing them very quickly.
