Probably just a leaking intake gasket. When it's surging, try pressing downward (with most of your bodyweight) on the intake. If it settles out you need to replace the intake gasket.
That is a very common problem with the vortec engines.You will have to replace the intake manifold GASKET. If you run your finger around the 4 corners of the intake were it sets against the heads you will probley find the leak.Have you run the engine HOT or over heated it ? If you did then you may have damaged the head gasket / gaskets and that would cause a rough idlel.
I blown head gasket can cause an engine miss which one cause a rough idle.

Symptoms include a SES code P0301 -304 (misfire codes) along with rough and high idles. A simple test will show if this is the problem. Intake manifold leaks will cause the engine to idle rough and get poor fuel economy. An exhaust manifold will have no symptoms other than the sound of the leak.
you need to make sure your plugs and wires are ok, if it is still rough 9 out of 10 chances it is your intake manifold gasket.
If you know the spark plugs and wires are good, then check for a vacuum leak. The vehicle is 11 years old, and you may very well have a crack in a vacuum hose. A leaking intake manifold gasket will also cause rough idle.
Check the Park Avenue EGR valve for a clog. A clogged valve can cause a rough idle and stall at a light.
Hmm... it could be several factors. Is the Check engine light on? If so, see if it points to your fast idle control valve or air intake valve. Either one may be the cause of the high idle, especially if the idle is rough. The leak in the valve cover gasket could be as simple as replacing the cover gasket, unfortunately, it is difficult to assess the machine over the internet.
Can be many things, but considering you just changed the intake gasket, I would suspect you did it incorrectly or have knocked a vacuum hose loose somewhere. You have a vacuum leak somewhere.
