You must displace as much water at the metal weighs. So there is equillibrium between the metal and the water.

You could use potassium, rubidium or caesium. However, there is no practical reason why you would do this. You'd have to do it in the melt, which would be hazardous, as all these metals react with water.
The metal with the lower density occupies more volume, so it would displace more water. Density of silver = 10.49 g/cm-3 , density of gold = 19.3 g/cm-3, Silver's displacement is greater.

Because the material used to build them is formed into a shape that will displace a lot of water. As the shape settles into the water, once the weight of the displaced water is equal to the weight of the object, the object floats at that depth and doesn't settle any further.
