That depends on many different circumstances. Apple does not fix your iPod Touch for free if it is not under warranty (the standard one year warranty you get when you buy it). Some Apple stores have you pay a price to fix it (depending on damage), and others will tell you they cannot fix it and you'll have to buy a new one.
There is not a way to adjust the sensitivity on the screen of your IPod Touch. If you think it may be broken you can send it back to Apple to have them fix it though.

if your ipod touch has lost it touch, that probably means the screen is broken. if it has cracks, there is another sign. my friends lost her touch and had to order a new screen from apple, or go to the store were you bought it.

I recccomend that you check out apple support on the apple website. If your iPod is "bricked"(meaning it is broken with no chance to fix it whatsoever), you should check out sellmytronics.com. they buy your broken ipod and recycle it and send you a check in the mail.
It's probably broken so u should get a new 1 if u can't get it fixed ( go 2 the apple store 2 get it fixed ) but if they can't fix it get a new iPod
