You could have too much grease and gunk on the wires. If the spark is outside, it is not burning the gas inside the engine and you are sending unburned gasoline out the tailpipe. Tell me which brand of gasoline you are wasting your money on and I will buy stock in the company. The cure is probably new plugs, wires, etc.
To change the spark plugs on a 2000 Malibu, you need to get a spark plug socket with a u-joint in order to access the plugs on the firewall side of the engine. The plugs up front are easy to get at, and don't require anything special. Word of warning, if your Malibu has relitivley high mileage on it (80,000+) and it still has the factory plug wires, there is a good chance that they will break on you when you have to pry them off of the plugs, go ahead and replace the plug wires when you replace the plugs.
The 99' Chevy Malibu is a sideways motor so the first front three will be easy. Just pull the wires and use a spark plug wrench to pull them. The back three are hardest. unbolt the distributor off of the engine to reach the back three. That is the thing where all of you spark plug wires are going into. You will have to be an octopus to get them so good luck.
