It is not clear what exactly you mean with "cloud energy". It might be possible in theory to take advantage of a voltage difference between the clouds and earth (this is what produces lightning). There are currently no plans (that I know of) to take advantage of large amount of this energy, and I don't think it will solve all our energy problems, even if they do manage to take advantage of it.
