Chi's are very smart dogs, they remember things. My chi was very good and quick with her training. Be patient, as with all animals.
Some dogs do remember murders it does depend on their age

Training dogs to run on small treadmills is totally possible, and has been done before. Just remember to keep the speed low at first, and match the treadmill to the size of the dog.
As dogs have no way of communicating with us exactly what they can remember there is no way to be certain.
Dog's real memory (stuff they can keep in their head), is rather short 5-15 minutes. Dogs associative memory is rather long, allowing dogs to trained for tasks with repetition and classical condition. This varies with the strength of association (training) and the breed. Most trained dogs will remember condition for weeks or months, even if they are removed from the conditioning environment. Deeply embedded memories (owner) might last far longer.

Laws pertaining to service dogs in training are controlled by the individual states in the US. Some allow dogs in training the same access as fully trained dogs. Some states like California have specific laws pertaining to those that train guide dogs for PAY to ensure that blind individuals get properly trained dogs. You'd have to find out what it says about dogs in training and if there are laws specific to guide dogs in your state.
