No a foreskin over the glans of the penis is there for the express purpose of protecting it and keeping it sensitive, If you take the foreskin away the glans will no longer be protected and the sensitive tissue on the surface will become damaged as a result of constant friction on underwear etc which will lead to scar tissue forming. this in turn will make the penis less sensitive,
