Worgen and Goblin will be Death Knights, because it says it on the site of Blizzard. They just might not be available right away when Cataclysm is released. This is due to Death Knights having a head start in the leveling process.
Although cataclysm is not out yet, it can be a safe assumption that mounts for goblins and worgen will be at the same level as every other races mounts. the only class that will be getting a mount at a level other than normal is the death knight class, which all death knights get at level 55 after a quest.

You can have as many death knights as you want on your account, but you can only have 1 death knight per server (example: you have 5 death knights - 1 is on agamaggan, 1 is on doomhammer, etc.)

Right now, Human Death Knight. We just don't know that much about the playstyle that Worgen will have. Me personally, i am gonna make a Goblin Death Knight just as soon as i can, gonna call him "shortandmean" Edit: For raiding, a Worgen Death Knight is usually superior (sprinting, Crit bonus, less affected by Curses) and it's not bad for PvP either. Humans only provide an expertise bonus on swords which is not very valuable for raiding - but for PvP their racial "Every Man for Himself" is excellent and opens up a trinket slot for you to use. Their reputation bonus can save time grinding faction rep if you need to - but this is a matter of time and this benefit eventually defeats itself.
