if you want to make charcoal out of paper u must be out of your mind due to the cost. however if you want to you get a milo tin and poke a hole in the top with a nail and hammer through the lid. stuff as much paper as you can in the container and place it upright over a fire. wait till the fire has burnt out and the tin is cold to touch. lever the lid of and powder the remains. please note that there are impurities in this charcoal and it is not to be used for medical purposes.
