Hand Sanitizer will not stain your clothes. It is a commercial product that you are supposed to use liberally, so the companies would not be able to sell much if it would endanger your clothing. That said, you should still be careful using hand sanitizer around small children if it contains alcohol.
Not all hand sanitizers have stained my clothing, but some brands definitely WILL stain clothes. I stained a cotton shirt with hand sanitizer.

Bleach does not stain clothes, it removes the dye. This is like the opposite of a stain, which deposits something on top of the clothing. Bleach removes the colored dye that it touches.
