The precursor to Hurricane Irene emerged off the Atlantic coast of Africa as a tropical wave that eventually developed into Tropical Storm Irene east of the Lesser Antilles. It then become a hurricane after striking Puerto Rico.
Most likely not. Currently Hurricane Irene is projected to make landfall in the Carolinas, at which point the storm would rapidly weaken.
Hurricane Irene is not expected to directly hit Pennsylvania, though it will feel Irene's effects. The storm should move by on late Saturday into early Sunday (August 27-28).

It is no certain at this point, but it is most likely that the Center of Irine will come ashore either on Long Island or in NYC itself. Where the center goes is not of particular importance as Irene is a very large storm that will likely affect most of the eastern part of the state.
