Project I.G.I. may run on Windows 7 yes, but not always flawless. Make sure your game files are all working, and you have the latest DirectX and Graphics Driver installed. Run the exe as administrator and in compatibility mode for Windows XP.
If you still have problem you might need to use third party software or manual command lines in your shortcut to load it.
