Yes, and for the forseable future due to La Nina which makes the the weather colder both sides of the the atlantic. Remeber all the snow in Washigton without much warning? That was La Nina. I would expect another 30 years of extreme cold weather for the US and the UK. The worst hit places will probably be The Midland first, then East Anglia, then London and then SouthEast.

Cold winters usually come in groups, so it could be cold this winter. Also think of the 16 year cold winter pattern, 2011,1995,1979,1963,1947. 1995 was a cold winter for the whole of the country, 1979 was colder than 2010 in the winter, 1963 was the coldest of the century, with snow coverage from boxing day to April in many parts of the country. And 1947 was the snowiest of the century, with 6ft of the stuff widely, by My predictions 2011 will be a extreme winter with widespread distruption on par or worse than the last winter ------------- Despite the bold predictions of the respondent above, I can say as a climatologist that there isn't much truth to cold winters coming in groups. I've never heard of a 16 year cold winter pattern, either, and there are no 16-year cycles in the atmosphere that would have that effect. There are predictions being thrown around for this winter but I honestly haven't paid attention to anything on that side of the Atlantic. Last winter featured a very persistent and strong negative North Atlantic Oscillation, keeping it cold and snowy in western Europe, and there's no reason to believe that it will be the same this year. Furthermore, last winter and this winter will be on opposite sides of the El Nino Southern Oscillation spectrum, though I believe Europe is influenced less by ENSO. Therefore, I would expect it to be quite different from last winter, but you may want to check around for some long-range forecasts (and take it with the proverbial grain of salt, as seasonal forecasts so far in advance can be very inaccurate).
