Comedy timing goes very well in the show and that's what makes it enjoyable. If romance was included, from what I think, it would take up more of the time that is used. Many fans want there to be romance in One Piece, especially between Luffy and Nami, as there are many fanfiction stories, pictures of them getting married. That could be a possibility no doubt, but not until the very end when Luffy actually becomes the Pirate King. Luffy and Nami do have a strong bond but for other occassions, Luffy wants to act heroic and act like a captain. It isn't happening at the moment, but Oda did have in mind that probably near the end of the series, Luffy and Nami will get together.
