No. Halo Wars was set far before the happenings of Halo 1, which had the Master Chief in it. Sargent Forge (Also not sharing the same name with the Chief) was killed at the End of Halo Wars, and could not have lived on to take part in the happenings of Halo 1.
Why doesn't the master chief appear in any more halo games after halo3?
Because the Halo storyline ends in halo 3. The order of the storylines of Halo is Halo: Reach, Halo: Combat Evolved, Halo 2, and Halo 3. I don't think Halo Wars actually ties in with the Halo storyline though.
