I bought a Dodge Shadow once to repair it and sell it. It had a bad head gasket. The previous owner rigged up the Auto Shutdown Relay to run the cooling fan all of the time. During this, the car would run 5-10 seconds after the key was shut off. It took me a while to figure this out, but once I fixed it, it shut off immediately when I turned the key to off. I highly suggest checking your ASD relay and the wiring to and fro. ~Technologic80

if by shut down you mean remotely disable the ignition, then no. they can however shut it down by issuing a reposession order.
