well since no one knows if oil base paint will harm the vergin vinel liner ill answer it my self . I painted the aluminum walls of my thirty foot round ester Williams pool witch is hlghly over rated and priced with rustoleum primer and let stand two weeks to let cure.then I installed the liner witch took 30 minutes by the way.I personly don't think your socalled perfeshonal folks want you to know any of this.

yes, just sand will let grass grow through your liner. im in the process of getting vermiculite installed in my above ground pool, because grass grew through the liner.
