yes, but u need to buy a 106 first. coz the wheel is proportionally smaller like the car. the steering wheel is 2.63inches smaller so u need to turn it less to go around a corner so not a good idea.

Yes, as long as your wheels are 4 stud. Some peugeot 106 models are 3 stud.

Should fit pretty much as is, might need to change / up grade mounting bushes/components. don't forget the ecu's tho....

the studs are the same 4x100, whether the offset is correct i dont know, i have seen 206 gti wheels on a 306 dturbo before though
The 306 is a better option but neither will go straight in as the power steering pump will want to be where the radiator is.

If the engine is of the same type it will. ie an XUD engine (1905cc) from one peugeot or citroen will fit another xud type but I do not know if it would fit on a HDi engine. On the 1.9 XUD the starter is the same on turbo and nonturbo models.
